Under the SAMs designation, Maduro’s daily life is defined by near-total isolation from the general prison population. He is permitted to leave his cell only for essential activities, such as showering, meeting with legal counsel, or engaging in one hour of solitary recreation on a secure deck. Every movement within the facility requires an escort consisting of two corrections officers and a high-ranking lieutenant. These measures, which are authorized directly by the U.S. Attorney General, are intended to prevent the former leader from directing any external political or criminal activity from behind bars.
