Implementing the "Gaza Model" in Southern Lebanon

Defense Minister Israel Katz has officially signaled a shift in Israel's military strategy toward Lebanon, explicitly citing the destructive tactics used in the Gaza Strip as a blueprint for the northern border. During a high-level assessment with the IDF on March 31, 2026, Katz declared that homes in Lebanese villages adjacent to the border would be destroyed to "remove, once and for all, the threats" facing Israeli border communities. By referencing the "Rafah and Beit Hanoun model," Katz indicated that widespread demolition and the leveling of infrastructure would be utilized to prevent any future militant presence near the frontier.

Establishment of a Permanent Security Zone

The core of the new Israeli strategy involves the creation of a formal "security zone" inside Lebanese territory. Unlike previous temporary incursions, Katz emphasized that the IDF intends to maintain a persistent security presence and operational control over the entire region stretching from the border up to the Litani River. This geographic boundary has long been a point of contention in international diplomacy, particularly regarding UN Resolution 1701. Katz’s announcement suggests that Israel no longer views international guarantees as sufficient and will instead rely on direct military occupation to enforce a buffer.

The Displacement of 600,000 Residents

One of the most significant humanitarian implications of the plan is the formal barring of Lebanese civilians from their homes. Katz stated that more than 600,000 residents of southern Lebanon will be prohibited from returning to any areas south of the Litani River. This exclusion zone will remain in effect indefinitely, or at least until the "safety and security of northern Israeli residents is ensured." This move effectively creates a vast "no-man's land" in what was previously one of the most densely populated and agriculturally productive regions of Lebanon.
