Costa Rica’s decision to blacklist the IRGC marks its entry into a growing international coalition. The European Union formally added the IRGC to its terrorist list on February 19, 2024 (with expanded measures in early 2026), leading to asset freezes and financial bans across the bloc. Following suit, several Balkan nations and Argentina—which moved to designate the group on April 1, 2026—have created a unified front against Iranian-backed entities. By joining this group, Costa Rica signals a departure from its traditionally neutral stance in favor of a harder line on global security.
Strengthening Judicial and Intelligence Frameworks
The Foreign Ministry emphasized that the designation is a practical tool for domestic law enforcement. By officially classifying these groups as terrorist entities, the Costa Rican government can now:
Target Financial Networks: Intelligence agencies have increased authority to monitor and freeze suspicious transactions linked to these organizations.
Prosecute Logistical Support: The judiciary can more effectively pursue individuals or entities providing "material support" within Costa Rican territory.
