The March 25 hearing focuses on the systematic removal of Ukrainian children by Russian forces, a crisis involving an estimated 20,000 victims. Ukrainian and international advocates argue that these abductions are not isolated incidents but a core component of President Vladimir Putin’s strategy to dismantle Ukrainian national identity. The severity of these actions previously led the International Criminal Court to issue arrest warrants for Putin and Maria Lvova-Belova, the Russian Commissioner for Children’s Rights, for war crimes related to unlawful deportation.

Findings of Crimes Against Humanity by International Observers

A report released earlier this month by the UN Human Rights Council has corroborated the scale of the crisis, concluding that Russian authorities have committed crimes against humanity, including forcible transfers and enforced disappearances. The commission specifically tracked 1,205 confirmed cases of children moved from occupied territories into the Russian heartland. Over 80 percent of these children remain in captivity more than four years after the initial invasion. Investigators noted that Russian officials frequently provide no information on the children’s locations, forcing parents and legal guardians to conduct dangerous and independent searches across enemy territory to locate their relatives.

High-Level Government Involvement in Forced Integration

Evidence suggests that the abduction program is directed from the highest levels of the Kremlin. Russian officials have openly discussed the permanent placement of Ukrainian children with Russian families, a process facilitated by the illegal issuance of Russian passports and the falsification of birth records to obscure the children's origins. Maria Lvova-Belova has personally participated in these transfers, even "adopting" a 15-year-old Ukrainian youth. In public statements, she has detailed the "re-education" process used to suppress the children’s original cultural ties, including their desire to speak the Ukrainian language or access Ukrainian media.
