Cape Town has solidified its position as South Africa’s premier metropolitan performer, securing its third consecutive clean audit from the Auditor-General. In a recent parliamentary briefing, Auditor-General Tsakani Maluleke emphasized that Cape Town remains the only one of the country’s eight metropolitan municipalities to achieve this financial rating. This distinction comes amid a broader landscape of local government struggles, where only 41 of South Africa’s 257 municipalities received clean audits, highlighting a systemic failure that Cape Town has successfully navigated through disciplined financial management.

Record Capital Expenditure for Growth

The 2026/27 draft budget introduces a landmark infrastructure investment strategy that exceeds the combined capital spending of all metropolitan areas in Gauteng. According to Mayor Geordin Hill-Lewis, this financial plan is a reflection of years of sustained governance improvements and is specifically designed to foster economic activity. The city estimates that this capital injection will facilitate the creation of approximately 130,000 construction-related jobs throughout the current term of office, aiming to position the metro as a "city of hope" amidst national economic uncertainty.

Modernizing Essential Utility Systems

A significant portion of the infrastructure allocation is dedicated to long-term utility resilience, with R16.7 billion directed toward water and sanitation services. This funding covers wastewater treatment upgrades and a fourfold increase in pipe replacement efforts, supported by a specialized R2 billion program. Additionally, the city has earmarked R6 billion for electricity grid maintenance and modernization. These energy investments are strategically intended to prepare the municipality for a decentralized future, effectively reducing its long-term dependency on the national utility, Eskom.
