A Targeted Investigation into University Hill Conduct

The Boulder Police Department has launched a comprehensive investigation into Scrooge Sul, located at 1149 13th Street, following reports of severe criminal activity targeting young women. Detectives are currently reviewing allegations that multiple underage victims were drugged and sexually assaulted at the venue. While the business is currently closed due to its liquor license being suspended, the police are shifting their focus toward identifying the perpetrators behind these alleged predatory acts.

Signage Reveals Widespread Liquor Violations

Outside the shuttered establishment, official notices from the city detail a history of non-compliance, including the sale of alcohol to minors. The bar was notorious among the University of Colorado Boulder student body as a "safe haven" for those under 21. Students interviewed by local media described the venue as a primary destination for freshmen and sophomores seeking an environment where age restrictions were rarely enforced. Social media footage from the bar’s own accounts previously showed significant overcrowding and long lines of young patrons.

Substance-Related Assaults and Advocacy Support

Jeremiah Garcia-Bock, Senior Director of Operations at The Blue Bench, noted that substances—both alcohol and illicit drugs—are involved in at least half of all sexual assault cases. Local advocacy groups are working alongside investigators to provide survivors with resources that do not necessarily require immediate law enforcement intervention, such as restorative or social justice options. The University of Colorado Boulder Office of Victim Assistance has also made support resources available to students affected by the ongoing investigation.
