Emergency Response to Energy Shortages and Record Prices
The passage of this law comes as Australia grapples with a severe domestic energy crunch. The U.S.-Israel war against Iran has upended global oil markets, leading to record-high gasoline and diesel prices at Australian pumps. In recent months, panic buying and supply bottlenecks have left many service stations, particularly in rural regions, empty. While the Albanese administration initially intended the reserve to focus solely on critical minerals, the draft was amended to include fuel as a "matter of national preparedness."
Strategic Transformation of Export Finance Australia (EFA)
Under the new mandate, Export Finance Australia—traditionally an agency providing loans and equity to businesses—will now operate as a state-owned trading entity. The agency is authorized to:
Physically Acquire: Purchase diesel, gasoline, and rare earth elements directly from the market.
Stockpile: Manage physical reserves to insulate the domestic economy from "market volatility and geopolitical events."
