The project recently marked a milestone with the opening of the Horowai connection, a 1.3km stretch linking Te Atatū South to the Northwestern Cycleway. When fully realized, the 13km shared pathway would provide a continuous walking and cycling route along the Whau River estuary. This route is designed to integrate seamlessly with wider regional transport infrastructure, including the New Lynn Transport Interchange and the proposed Te Atatū Bus Interchange, creating a comprehensive multimodal network for West Auckland.
The Fiscal Deadline and Construction Realities
Trust chair Tony Miguel has signaled that the organization’s nine-year effort is reaching a critical tipping point. The trust is seeking inclusion in the 2026/27 annual plan to fund two specific missing links: the connection from Roberts Field to McLeod Park and the Avondale to New Lynn segment. Miguel noted that resource consents and construction machinery are already in place, but warned that any further delays would likely triple future costs due to inflation and the complexities of building across varied coastal and overland environments.

The plight of the Te Whau Pathway reflects a broader shift in New Zealand’s infrastructure landscape. Originally boosted by the "shovel ready" Covid-19 Infrastructure Reference Group fund, the project now finds itself navigating a more austere fiscal environment where walking and cycling initiatives face increased competition for local and central government dollars.
