The African Peer Review Mechanism has officially begun the process of drafting a National Programme of Action for Zimbabwe. This development follows a specialized four day technical workshop held in Harare, which was designed to bridge the gap between theoretical governance assessments and practical legislative changes. The primary objective of this exercise is to convert the various findings from the Targeted Review Report into a series of actionable steps that will eventually redefine the state’s internal administrative structures.
Constitutional Mandates Driving Accountability Reforms
During the proceedings, Petronellah Nyagura, the Chief Director for Multilateral Affairs, emphasized that the current reform push is deeply rooted in Zimbabwe’s supreme law. Speaking on behalf of the Secretary for Foreign Affairs and International Trade, Albert Chimbindi, Nyagura cited Section 9 of the Constitution as a primary driver. This specific legal provision mandates the State to actively promote efficient and transparent governance, providing the necessary domestic legal framework to support the broader African Union initiatives within the country.
Alignment With Long Term National Development Goals
The drafting process is being meticulously coordinated to ensure it does not conflict with existing domestic economic plans. Rachel Mukamunana, the Director for Country Reviews within the APRM directorate, stated that the new action plan is being specifically tailored to run in tandem with the National Development Strategy 2. By integrating governance reforms with economic planning, the organization hopes to create a unified approach to state building that addresses both social accountability and fiscal stability simultaneously.
