The new zoning template was born out of a March 23, 2026, mandate from the State Working Committee, following direct guidance from the party's national headquarters. The committee, led by Retired Commodore Joseph Zumve, was tasked with distributing eighteen executive positions with mathematical precision across the three senatorial districts to ensure that no single bloc feels marginalized within the party hierarchy.

Under the ratified agreement, the eighteen available State Executive Committee positions have been split equally, with each of the three zones receiving six offices.
