A Multi-Decade Vision for North Phoenix

On March 26, 2026, a ceremonial groundbreaking marked the start of horizontal infrastructure for Halo Vista, one of the most ambitious mixed-use projects in Arizona's history. Spanning 2,300 acres, the development is projected to take 15 to 20 years to reach full completion. At total build-out, the site will encompass 30 million square feet of diverse space, including research and development labs, office buildings, retail centers, healthcare facilities, and thousands of residential units. Phoenix-based Willmeng Construction is leading the initial site preparation and infrastructure work.

Synergizing with the Semiconductor Boom

The primary catalyst for Halo Vista is the neighboring TSMC campus, where the Taiwan-based chipmaker has committed $165 billion to construct a massive complex featuring six fabrication plants, two packaging facilities, and a dedicated R&D center. Halo Vista is specifically tailored to meet the needs of the thousands of high-tech workers and secondary service providers flocking to the North Valley. Arizona Commerce Authority CEO Sandra Watson noted that the project serves as a "transformative catalyst" for the state's economic future, shifting the local economy toward advanced manufacturing and technology.
